Smith Island Oyster Aquaculture Development (Maryland)

Goal: Help Chesapeake Bay watermen develop sustainable, small-scale oyster aquaculture while restoring oysters to the Bay and strengthening local economies.


Smith Island, Maryland, and neighboring Tangier Island, Virginia, are historic Chesapeake Bay communities whose economies have long depended on crabbing and oystering. As wild oyster populations declined, TerrAqua helped develop an oyster aquaculture initiative to diversify local incomes while preserving the islands' maritime heritage.


Modeled on successful programs in France and Ireland, the initiative combined oyster production, processing, marketing, and technical assistance to create a year-round industry. TerrAqua organized oyster-farming workshops, helped launch a pilot oyster culture program for Smith Island watermen, developed a business and marketing plan, secured project funding, and connected growers with restaurants, seafood retailers, and wholesalers in the Washington, D.C., region. The project demonstrated strong market demand for Smith Island oysters and the value of direct marketing, enabling growers to capture more of the product's value while leveraging the islands' unique history and identity.


Although regulatory challenges ultimately limited commercial expansion, the project demonstrated that shellfish aquaculture could provide a viable complement to traditional fisheries and helped lay the groundwork for future oyster aquaculture in the Chesapeake Bay.


Client: A consortium of state and federal agencies, universities, nonprofit organizations, extension services, and Chesapeake Bay watermen. Funded was provided by the Chesapeake Bay Trust, the Keith Campbell Foundation for the Environment, the Community Foundation of the Eastern Shore and NOAA's Office of Sustainable Development.


TerrAqua’s role: Co-developed and managed the initiative, secured funding, provided technical assistance, and prepared the business and marketing plan.
